Nid y dull tameidiog presennol, gyda darn bach o goedwig am rai blynyddoedd, ond cannoedd o hectarau am gannoedd o flynyddoedd. Beth fyddai cymuned yn dewis ei wneud gyda\u2019r tir pe bai\u2019n gallu cynllunio ar gyfer tair cenhedlaeth, yn hytrach na thair blynedd grant Loteri? Creu swyddi o goedwigaeth? Cefnogi tyddynnod neu brosiectau bwyd? Gwella mynediad i\u2019r cyhoedd? Cefnogi bywyd gwyllt? Neu gyfuniad o\u2019r syniadau hyn a mwy?<\/p>\n\n\n\n<p>Mae Project Skyline yn ceisio ateb y cwestiynau hyn. Rydym wedi bod yn gweithio gyda thri chymuned yn y Cymoedd \u2013 Treherbert, Ynysowen a Chaerau \u2013 ynghyd \u00e2\u2019r holl randdeiliaid allweddol megis Cyfoeth Naturiol Cymru a\u2019r Awdurdod Lleol, i ddeall sut y gallai tir a reolir gan y cyhoedd ar hyn o bryd gael ei reoli gan gymuned leol.<\/p>\n\n\n\n<p>Mae\u2019r astudiaeth ddichonoldeb yn cael ei chynnal gan Cymoedd Gwyrdd gyda chyllid gan y Friends Provident Foundation.<\/p>\n\n\n\n<h3>Beth mae\u2019r astudiaeth ddichonoldeb yn ei golygu?<\/h3>\n\n\n\n<p>Yr agwedd bwysicaf fydd gweithio gyda chymunedau i archwilio beth y gallai ei olygu a deall y risgiau a\u2019r cyfleoedd. Mae\u2019r prosiect dichonoldeb yn ceisio ateb rhai o\u2019r cwestiynau canlynol:<\/p>\n\n\n\n<ul><li>Beth yw\u2019r ffordd orau o lywodraethu prosiect tir cymunedol? Sut ydych chi\u2019n sicrhau cynhwysiant a thegwch? Beth yw\u2019r profiad o\u2019r Alban a rhannau eraill o Ewrop?<\/li><li>A oes modelau busnes cynaliadwy a fydd yn golygu nad yw\u2019r gymuned yn ddibynnol ar incwm grant parhaus? Beth yw\u2019r cyfalaf a\u2019r sgiliau sy\u2019n ofynnol i wireddu\u2019r syniadau a ddatblygwyd gan y gymuned?<\/li><li>Beth yw effaith amgylcheddol unrhyw newid mewn defnydd tir? Sut y gallwn sicrhau ein bod yn gwella\u2019r dirwedd a pheidio \u00e2 gwneud mwy o ddifrod iddi?<\/li><li>Beth yw goblygiadau cyfreithiol trosglwyddo cyfrifoldeb rheoli?<\/li><\/ul>\n\n\n\n<p>Mae\u2019r holl waith hwn wedi\u2019i sbarduno gan y weledigaeth y bydd y gymuned yn datblygu ar gyfer ei thirwedd \u2013 ei chynlluniau a\u2019i gweledigaethau ar gyfer y 5 mlynedd nesaf a\u2019r 100 mlynedd nesaf!<\/p>\n\n\n\n<h3>Beth sy\u2019n digwydd ar ddiwedd yr astudiaeth ddichonoldeb?<\/h3>\n\n\n\n<p>Bydd hyn yn dibynnu ar ganlyniad yr astudiaeth ddichonoldeb. Mae\u2019n bosibl y gall cymuned roi\u2019r cynlluniau ar waith os gallwn ddangos bod buddiannau cymdeithasol ac economaidd rheoli tir cymunedol yn gorbwyso\u2019r risgiau \u2013 ac yn hollbwysig \u2013 bod cefnogaeth eang i\u2019r syniad ledled y gymuned. Bydd angen i ni ddangos hefyd, er boddhad y tirfeddianwyr a\u2019r rheolwyr presennol, y gall rheolaeth gymunedol gyflwyno buddiannau i bawb.<\/p>\n\n\n\n<p>Ond mae hwn yn syniad cwbl newydd.
